New rank in monk school, no new kihos?

What steps will reproduce the problem?
1. Reach new rank in a Monk School
2. Add new kiho
3. It's cost experience points

What is the expected output? What do you see instead?

When you reach a new rank in a monk school you should be able to choose two new 
kihos for free.

What version of the product are you using? On what operating system?

v.3.9.3. Windows 7.
