What steps will reproduce the problem?
1. Create a Shrine of the Seven thunder Monks character
2. Go to add kiho
3.

What is the expected output? What do you see instead?
Expected output be able to learn only kiho from a single element and up to 
mastery 4 (2(ring) +1 (insight) +1 (seven thunders monks technique))
What actually happens can learn from as many elements as you want and can only 
learn up to mastery 3

What version of the product are you using? On what operating system?
l5rcm 3.9.3
core datapack 3.0
Windows 7

Please provide any additional information below.
