Can't save character or export to pdf. in windows 8 #245

What steps will reproduce the problem?
1. Click on Save Character or Export to pdf...

What is the expected output? What do you see instead?
A window to save character. Nothing happens

What version of the product are you using? On what operating system?

3.9.5  on windows 8
Please provide any additional information below.

It doesn't show the 3 dots after the save character button

Saving my character is possible:

It can't be saved with "^" sign an my character's name was Kôkatsu

But I still can not export to pdf.
