Move clients and utilities from TTN #9

Moved stuff from TTN according to TheThingsNetwork/ttn#662, I'll leave networkserver/handler client refactoring up to you. Randomizers are needed until #2 is closed. Validators are needed until #4 is closed. Not sure what we should do about the payload marshaling, but that's out of scope of this PR. Reference servers can be found at /reference in appropriate packages

Once this is merged, I'll open a PR for TTN
