Closes #44

This moves ttn.Client to ttn.data.MQTT but ttn.Client is still an alias until we can drop it in 3.0
This adds ttn.manager.HTTP which wraps the Application Manager HTTP API
This moves documentation to /docs

This doesn't work at, because it's set to use https for which we don't have certificate in place yet. We'll have to wait till we do.
