v2.8.1 #673

The 2.8.1 release contains the following new features and improvements:

Handler re-creates NS device if it was removed
New monitoring client package
Monitor clients now require TLS servers (⚠️ this will break monitoring using insecure servers)
Better pprof
Add Gateway-Router mapping to Discovery
Some vendor updates

Furthermore, some things were moved to external repositories
