Use Arduino CLI for CI #151

This PR:

Replaces PlatformIO with the Arduino IDE CLI
No longer lints the code (not supported by Arduino IDE CLI)
Updates all examples to use TTN_FP_EU868 for freqPlan
Verify all examples for the Leonardo board (which is good: https://github.com/TheThingsNetwork/arduino-device-lib/pull/151/files#diff-42a4a8f2b98dbd59ab4d3bdafbf4b572)
Verify all tests for the Leonard board

Closes #150

@johanstokking this one is good to go. Please verify the CI results, squash and merge. I'll then add support for the sparkfun boards to test the Node branch. Once that is done we can merge that branch as well.
