Move CD to github actions #418

This PR moves CD from Travis to github actions.

Merge with newer versions (and no fetch-depth)?

I think the default fetch-depth is 1, and you'd need to explicitly set it to 0. But then again, only if it's actually a problem. I don't know if we even render anything like "last edited by/at" in these docs (I know we do in https://github.com/TheThingsIndustries/lorawan-stack-docs; not sure about https://github.com/TheThingsNetwork/docs).

Also, I ✅'ed this, so you can merge when you think it's ready.
