doc: Create a backbone for updates

Summary

Creating an initial structure to work further on updating ttn.org/learn documentation. Ref #430

Changes

Added new v3-relate content that is going to be improved and is going to replace v2 content.

@laurensslats ready for a final round of review.

P.S. I moved v2 documentation to v2-docs just to make it indicative, we can rename that if needed. I set redirections for devices, gateways, network and applications index files that have been moved to v2-docs - there is too many files to set redirections for all of them, so I thought this will be enough.
