Add 2 new Elvaco devices

Summary

This pull request adds support for the Elvaco vendor and two new payload decoders for the CMi4110 and CMi4140 devices.

Changes

Added support for the Elvaco vendor in the repository.
Added a new payload decoder for the CMi4110 device.
Added a new payload decoder for the CMi4140 device.

Notes for Reviewers

The implementation of the payload decoders follows the specifications provided by Elvaco user guide. The decoders have been tested on limited amount of samples.
