Replaces https://github.com/TheThingsNetwork/lorawan-frequency-plans/pull/30

Changes

Add AS_923_2_TTN
- This is based on the original proposal added in #30, but adapted to @htdvisser's comments here

Can't say much about the frequencies themselves. @htdvisser any comment on that or should we trust our community contributor on this one?

I also can't say much about the frequencies. I remember that when this first came up, the (new) regulations for Vietnam weren't finalized yet, so we should first confirm that they have been finalized and that this channel plan is compliant.

Maybe the original author @viethoa14 can check if they can find those official regulation documents to confirm.
