https notification #366

I made a little https notification banner to go up for a short while between telling people about https and making it redirect everyone.

Youll see it appears after pageload then goes away. It will show only if not in https and will redirect to same version of current page if clicked and then the second link will go to the story about https

it's in the develop branch on the standard layout if you guys want to eyeball & weigh in
