Website CSS #6

This pull request updates the css found in style.css to make the website more coherent. It directly addresses readability issues in the goals and project timeline pages. It also gives a start to fixing some of the problems described in issue #3. The only html edited was within goals.html so that the formatting would function properly.

Looks good to me, but I can't see how it looks and also hardly know anything about CSS. @gyoder, thoughts on merging?

Seems great to me. @TheQuinbox Feel free to merge as long as it still works on screen readers (I have no reason to doubt that it wont)

@Owen-Dechow We really appreciate the contribution. Im awful at CSS so this is amazing
