Discard dialog opens even when no edits have been made #105

  2. Submit
  3. Edit
  4. Go back to home The discard dialogue is opened Expectation: since the record hasn't actually been modified there is no need to ask the user to discard it - it should just be discarded automatically

Realted to this the disacrd dialogue is opened when a blank survey is discarded - this is also redundant.
