Pull Request for softlayer provisioning hook functionality

There are some conflicts reported so let's rebase this on top of sl-local-lb.

From the provisioning-hook branch git rebase -i sl-local-lb. Read about git rebasing on the net. If you get into trouble you can always delete your local repo and re-clone this.
