Do not allow power plant placement in invalid location #4

Currently:

You can build a non wind power plant anywhere you can build a wind farm. i.e. you can build a solar panel of a gas plant in the middle of the sea.
If you try to build a power plant outside of the area for the region it will silently error.
You can place power plants on top of / overlapping each other which for wind and solar makes no sense.

Expected:

You can only build a non wind power plant on land (i.e. where the solar data is)
It does not error. Instead show the power plant highlighted in red and do not allow it to be placed.
You should not be able to place power plants on top of each other.
