Scale will be from 0 to 100. With a rating of 100 being full trust placed from the civilians, and the insurgents in full force. A value of 0 is a completely distrustful civilian population (that'll probably be working against us) and a fully demoralised insurgent force. These scales are independent of each other. Oh, and this will be positive based (not inverted like the former).
