Add Commands #59

Add basic commands that command blocks/ players can use that will do effects such as add EXP manually. This will allow for adventure map makers using mods such as CustomNPCs to have a bit more creativity.

Several commands like you mentioned will be implemented overtime. I'll look into adding a bunch of commands at some point in Alpha 6.3.
