Callimachus 0.11 Restart Times Very Long #11

What steps will reproduce the problem?
1. Start Callimachus 0.11
2. Restart the server.
3. Note in the log that the server will DELETE and PUT all static resources due 
to a path error.  It mistakenly thinks the resources have changed.

What is the expected output? What do you see instead?
The server should not reload resources which have not changed.
