Improve In-App Documentation for Folder Import Action #29

By design, importing a CAR file into a folder will *replace* the contents of 
the folder.  Importing without selecting a CAR file will effectively clear the 
folder's contents (i.e. because you uploaded a null file).  This feature has 
been requested by customers so that a recursive deletion of a folder hierarchy 
may be done.

We need to document this behavior better on the Import page.  Lack of 
documentation has confused at least one user.

Add the following statement to the sidebar on the Import page:  "WARNING: 
Importing a CAR file will replace the contents of this folder.  Uploading an 
empty file will clear all folder contents."
