We need to investigate a bit, but I think we can easily use Zend Framework translate component: https://github.com/zf1/zend-translate We can use it to get cache files from tbx/tmx/ts.
Microsoft Terminology base can be downloaded from https://www.microsoft.com/Language/en-US/Terminology.aspx (That's a huge .tbx file)
