ENH: TOML inputs [client only] #142

Superseeds #86.

Basically the same arguments there. To play nice with the new history this is essentially the result of:

git checkout v3_client
git checkout -b v3c_params
git cherry-pick -Xignore-whitespace 080e79b^..dfa35a5

... then also whatever was needed to bring all changes from the schema.py over from the older main.
