Add Balaclavas to Seven Rings West #46

Complaints about being able to PID these units, Balaclavas should work.

@Kresky any other factions need this?

I don't really think there's any other factions that would have PID issues. Maybe Vanguard would be closest, since some of the variants are using Theseus Services uniforms, but not sure if they've caused PID issues to warrant changing.
