Add GRB surrogate model #4

For now, fiesta supports inference with KN surrogate models and has a saved model of Bu2022Ye and further support of other models is planned (see #3). However, we also need a surrogate model for GRB analyses. One idea is to build a surrogate model for afterglowpy.
