Backlog item: Implement categorization of cases by court division

Acceptance criteria:

• The system allows users to categorize cases based on the divisions of courts
• The system displays a list of all available court divisions for users to choose from
• The system allows users to select one or more divisions for each case
• The system displays the selected divisions for each case in the case list and case details pages
• The system allows users to filter the list of cases by court division
• The system allows users to view a list of cases for each court division
• The system allows users to view the breakdown of cases by court division in the system statistics and reports
• The system ensures that all cases are correctly categorized by court division.
