Description: The system should automatically assign a default and unique case reference number to every case registered in the system. This should be done to avoid duplication of case reference numbers.

Acceptance Criteria:

The case reference number should be automatically generated and assigned to a case upon successful registration into the system. The case reference number should be unique and not duplicated for any other case in the system. The case reference number should follow a specific format (e.g. YYYY-CASE-#####). The case reference number should be displayed to the user upon successful registration of a new case.
