Item Drone spawns when module disabled #34

Describe the Bug

Item Drone is spawned by the director when the module is turned off in config, resulting in the drone appearing on the map (and presumably eating your director spawn credits), but doing nothing and disappearing when interacted with.

To Reproduce

Steps to reproduce the behavior:

  1. Disable Item Drone in config
  2. Play the game

Expected Behavior

Item Drone would not appear whatsoever when the module is disabled.
