Timelost Rum's displayed proc chance shows 0% #65

Describe the Bug

Timelost Rum's GetDescStringArgs proc chance is (wrongly) divided by 100, resulting in the function always showing the proc chance as 0%.

To Reproduce

  1. Go to Logbook
  2. Click on Timelost Rum
  3. See the proc chance being 0%

Expected Behavior

Proc chance should at least show 10% with default config settings.
