Update BeeGFS CSI provisioner version string #8

v1.2.0-v1.2.1, to reflect current version.
Also add a marked-out, public Docker Hub link for reference of non-NetApp users
Surround Docker template values from plugin.nomad with double quotes

Note: this PR allows edits by maintainers, so feel free to change/improve it

We are completely revamping the Nomad manifests in the next version of the driver (v1.3.0). That revamp will be based off these commits (though the manifests will look largely unrecognizable when all is said and done). See https://github.com/NetApp/beegfs-csi-driver/issues/7 for details on why the changes are necessary.
