On Vista, the installer does not create start menu items for all users... #152

What steps will reproduce the problem?
1. Install gargoyle on Vista (enter administrator password), accept all defaults
2. Go to Start Menu -> Programs
3. Look for "Gargoyle" -- it isn't there -- it's in the administrator account 
used for installation

What is the expected output? What do you see instead?
Expected to see a Start Menu/Programs folder called Gargoyle in my user 
account.  It only shows up in the administrator account used for installation.

What version of the product are you using? On what operating system?
The version available on 18 June 2011.  Win 32 Vista.

Please provide any additional information below.

Fixed in r557 and tested on Win 7 x64. Can you test this installer?
