Created a google platform project but it is still returning an error #67

I have made a Google platform project on the google cloud console but it is returning an error. I pasted the project ID and was unable to do the billing. I don't know how to correct this.

Did you download the "client_secrets.json" file that Google provides with all the information into your "Auto-Synced-Translated-Dubs-0.14.1" folder?
