Ok for starters, its only an issue with how dxvk behaves with old monitors that doesnt have fancy features to refresh the screen after initial setup for the drivers to work
And since mine doesnt have that (its literally an old TV monitor that i use also for old console that i also use for GTA 4 PS3), it goes black screened each time the game loads and i need to either reset by unplugging the hdmi or turning the tv monitor off and on again
And using FusionFix before, i can just enable the windowed param command and just use that to launch it in fullscreen windowed borderless and still has true fullscreen experience and without needing to reset the tv monitor
I'm conflicted wether its truly dxvk issues or how fusion fix changes some things recently, but it worked fine before, or maybe its a recent GTA 4 updates issues but mine still goes true windowed and not borderless whatever the case, im hoping its the former
