GTA Vice City Japanese Edition Issue #1055

I'm trying to use this widescreen fix with Japanese version of the game but for some reason the game won't start. When I click on game label the loading circle appears next to the cursor as if the game is loading and about to start, then it disappears and nothing happens after. Checked the task manager and there's no gtavc.exe running. Anybody knows what the issue might be and how I can fix it?

I have tested in gta vice city the light version aka RIP version. but no problem with gta vice city US version.

The question is about Japanese version.
