I think it's rather best to remove this, since modupdater is pretty much deprecated at this point. Or get a permission to bundle these files via a CI step.

dgVoodoo2 is not under active development from Nov 6, 2021 / v2.76.1, so it's acceptable to just put static url here

This is not accurate; the latest release was two weeks ago.

There's an HTTP-only URL that points to the latest release on GitHub: http://dege.fw.hu/dgVoodoo2/dgVoodoo2_latest.zip

I've updated dependencies packaging, the necessary files should now be included within releases. I'm not sure if any improvements need to be done to dgVoodoo config files, so let me know if that's the case.
