[GTA SA] Bring additional wshps stuff to wsf? #664

Actually it seems to be one of the wshps improvements because those clouds have the same 'stretching' on vanilla 4:3 resolutions. If I'm not wrong, wshps has a lot of stuff patched so I guess it's just an example.
