I'm using Proteus, all the exported gerbers layers use the same extension, "GBR", with different filenames.
Nothing worked for me, after scratching my head for few hours thinking and researching, I finally got it working.
I think this should be included in the help file to help the new ones.
Rename the file extension as follows (Just edit the file name and change GBR to the correct extension):
Top Copper: GTL
Top Silk Screen: GTO
Top Solder Resist: GTS
Bottom Copper: GBL
Bottom Silk Screen: GBO
Bottom Solder Resist: GBS
Mechanical: GKO
