Bad gerber output #89

Hi, with any PCB panelized by Gerber panelizer I can see shortcircuits using http://www.gerber-viewer.com/. Also certain manufacturers (at least JLCPCB) is not able to produce pcbs because they also see these shortcircuits. Using PentaLogix ViewMate I don't see these shortcircuits.

As described by https://designspark.zendesk.com/hc/en-us/community/posts/360029628153/comments/360004988034 this is probably not an issue of bad gerber file. It is the online viewer that incorrectly reads the gerber.
