Extension point for stereotype application actions #3

Add an extension point that allows other plug-ins to register menu actions for 
stereotype applications of a specific stereotype.

Registered actions should be enabled to modify the stereotype application as 
well as the model.

== Use Case ==

Having a Model Review Profile, plug-ins might want to add a menu action entry 
for setting a stereotype application to "resolved" (i.e., one or more tagged 
values of the stereotype application are updated by the registered action).
