Internal: move lengthen_measure_data step out to a separate sub-function #99

The step that creates measure_data_long in spcr_make_data_bundle() can be helpfully pulled out into its own function, just for increased clarity.

I think this fix already exists in the main branch. (lengthen_measure_data() has been in helper_functions.R for some time, and is called in by spcr_make_data_bundle()). I don't know which branch I was looking at when I raised this issue, but closing now as already done.
