migrate Translations to Weblate #77

Hi,

We are currently in the process of moving all Matomo Translations from Transifex to Weblate (see https://github.com/matomo-org/matomo/issues/17907). This makes it easier for people to contribute translations, makes the process of syncing them back into the source simpler and means that we are now using Free Software for this.

We will create a Pull Request (#78) that contributes all data on Transifex up to today into this repository.

If you are interested, we can migrate this plugin to Weblate allowing people to continue to translate the strings of this plugin in their languages. @Thomas--F, just comment and we can create the component on Weblate and set things up, so you automatically get pull requests containing the updated translations whenever they change.

I have created the component now at https://hosted.weblate.org/projects/matomo/communityplugin-bottracker/

What needs to be done:

From now on, whenever the translations are updated or a new language is added, Weblate will create (or update) a Pull Request to this repository with the changes, which you can e.g. merge before releases.

As we are still in the process of migrating, editing is not yet open for everyone and maybe wait with merging the first pull request until we are finished with the migration.

The migration should be finished now and translations are open to everyone now. If you see any issues, just comment here.

I've pulled all the new translations to the master.
