Add a mail API

Could it be possible to add a mail API who just requires the following parameters in settings.yaml ?

• SMTP server
• (optionnal) SMTP secret
• Sender address
• Recipient address

As an example, in order to send a mail to every member of the association ATILLA, you could use the following settings :

• SMTP : mail.atilla.org
• Sender address : issues-reminder@atilla.org
• Recipient address : projets@lists.atilla.org

Note at anyone taking care of this:

• The MailSender (the logical name for this thing) should be implemented here: https://github.com/Thooms/issues-reminder/blob/master/senders/senders.py
• Even if @aubincleme kindly provided the reasonable parameters for our use case, I think it should be better to instanciate the MailSender with those three parameters (instead of hardwiring them into the class), you can look at how I did it for the SlackSender
• If possible, use a template like in the SlackSender :)
