Redisplaying headline bar seems to contain a lot of effectively duplicate code

For instance if you enable then disable showing viewed headlines, which calls inforssHeadlineBar.resetHeadlineBar, it ends up removing the tooltips somewhere, then in resetHbox when it removes removes the hbox and tooltips it finds the work has already been done.
