Coalesce the scroll type settings

There are currently 2 scrolling settings:

• One controls if it's left, right, or fade
• One controls if it's on or off.

There really only needs to be one: off, left, right, fade

Actually, not true, as right to left scroll actually affects the order things appear on the news bar, so does affect fading.
