Deploy Aurora (Postgres Compatible) for the teams api

Requirements:

We need a postgres comptabile aurora v2 database for the teams-api. This requires deploying 3 total databases, one for each environment

twdps-core-labs-team-dev twdps-core-labs-team-qa twdps-core-labs-team-prod

• only select a version that supports global database feature
• use serverless v2
• All 3 will be configured as cost effectively as possible
• All 3 will be deployed with a secondary region read replica
• Access secrets will be pushed to 1password empc-lab vault
• Access to them will be provided via secret injected into the teams-api workload, from 1password
• primary region will be us-east-1
• secondary region will be us-west-1

Is aurora absolutely needed for this? We should consider the cost for setting up one of those per environment.

@zerrofour4 and I looked at some very rough numbers to get a sense:

• RDS db.r4.large vCPU: 2 Memory: 8 GiB, 30 GB storage, No RDS proxy $136 / month , with proxy $160

• Aurora db.r4.large vCPU: 2 Memory: 8 GiB, 30 GB storage, No RDS proxy $215 / month, with proxy $236 / month
