Removes dependence on deprecated scan_keys feature in GPG 2.3 and higher.
Introduces an additional JSON file including key fingerprints for friendliness in parsing and fetching without sending to disk.
Adds python-decouple configuration for single point abstraction of file names for keys and repository URI.

Closes #17
