Change Release strategy: SemVer version (release version) will be increased from 19, 20 to 23 during period of September-December 2023
Plan monthly releases (major version major.minor.x) with possible releases in the middle of month for hotfixes (a new build version major.minor.{build+1}). So, December'23 release will have major version 23.0.x
Next year, versioning template will change to Year.Month.Build because of monthly releases
