From a quick visual check, Cornwall data looks accurate. Both look to show ~1400 charities
Perhaps because both these places cover a larger geographic area than LADs in more urban regions which much more broken up into smaller areas.

So this is not per capita? Just the number of charities?

Yup, it's just the number of charities
Both areas are rural, which make this a weird outlier. London on the other hand has more charities. It does't look like it's per capita, so what is the reason?
