User Story: check ID format #4

As a 360 Giving publisher I want to check that my organisation identifiers are in the correct format So that I can be confident I'm publishing data that meets the 360 Giving standard without having to look up whether the organisation ID is correct

I feel like there's an opportunity to link up with org-id.guide here - there's currently examples but not regexes. @timgdavies is there scope to add optional format checking to org-id? Could help with the sustainability of both org-id and @drkane 's work here.

@robredpath @timdavies I think that's something that Tim has mentioned before, and would be very helpful. Happy to help try and compile these (eg I've made some notes on company number in issue #15)
