This was also true of the DKAN demo instance, so I reported upstream: https://github.com/NuCivic/dkan/issues/348#issuecomment-74178432
There is a suggested fix there, which it looks like we should be able to fix ourselves without waiting for upstream.
An example API call for the ThreeSixtyGiving site would be http://data.threesixtygiving.org/api/3/action/resource_show?id=72568fea-ce06-4451-b972-a6999480350f The url field is currently http://data.threesixtygiving.org/dataset/indigo-trust/resource/72568fea-ce06-4451-b972-a6999480350f when I would expect it to be http://www.practicalparticipation.co.uk/tools/indigo/export.csv
