Flagging Grants that are not philanthropic grants #441

With the upload of DoT, we are now having in GrantNav grants that are not of philanthropic nature, but business development nature. We need to explain this to users since those are big grants that can skew results for areas. See for example Tesla - http://grantnav.threesixtygiving.org/recipient/3058989

@robredpath maybe something for our next sprint?

This raised a bigger philosophical question - Is GrantNav a place where all 360Giving data go or only philanthropic ones?

I think this is a much wider conversation than just about GrantNav! Obviously, it's exciting that DoT are publishing grants data to the 360Giving standard, but if we're saying that their data is about a different kind of grant, then we probably want to address that at the registry level first, as GrantNav isn't (shouldn't be?) the only data consumer that will make use of that additional metadata.

In the short term, it's probably worth us reviewing the various static pages on GN as part of the sprint anyway. I've already started on the developer page in response to an issue - would it make sense for you to do that within 360, @morchickit , or shall I suggest edits in GH issues as appropriate?

About your last point, let's speak on Monday and see if we need to boot up a Google doc or if Github is enough.

Also, I think we need to look at the original purpose of GrantNav - is it to mirror all Grants or more than that as part of the product strategy. We just had a discussion about the registry today, so flagging this to @BobHarper1 and @stevieflow

I dont see how it's possible to provide contextual information on a specific grant (which I dont think you actually mean @morchickit ) as we have no means to understand it, nor content manage it.

I think that like the rest of the sign posting,we just need to explain that not all grants are Philanthropy. For that we can just put a line in a page that explains about the GrantNav data?
